Turkish and Romanian Twinning Prison and Probation Reform Programmes 2007-2017
Sustainable Communities’ expertise in project management is demonstrated by our successful completion of three EU funded Twinning projects from 2006 by Norman Powell as UK Project Leader, International Directorate, Ministry of Justice for England and Wales,
April 2012 to July 2015: UK Project Leader for €1.9M EU Twinning Project (TR2010IBJH01R) “The Improvement of Enforcement Services in Prisons” for Turkish Directorate of Prisons and Detention Houses. Successfully implementing across Turkey 26 new prison staff and Prison Governor and manager job descriptions, 124 occupational standards and new Prison staff electronic and distance learning system; 34 new staff training courses including core staff induction training and specialist prison staff training for work with vulnerable, sex offender and terrorist prisoners. Joint Project led by UK, with Portugal as Junior Twinning Partner
March 2008 – January 2011: UK Project Leader for €1.79M EU Twinning Project (TR2007 IBJH01) for the Turkish Probation Service. ‘The Development of Juvenile Offender and Victim Services of the Turkish Probation Service’
Successfully implemented probation and prison based Juvenile Offender Programmes, victim intervention programmes and established the National Probation Victim Service
May 2006- November 2008: UK Project Leader for €1.2M, Twinning Project (RO 2005IBJH04) ‘The Development of the Romanian Probation Service’ for the Romanian Ministry of Justice.
Successfully implemented HR changes, victim service and new adult offender policies and intervention programmes
